BIWS Referendum Draws Near

If you’re feeling out of the loop regarding the proposed Boundary Integrated Watershed Service, here’s what you need to know. The Regional District of Kootenay Boundary endorsed and released the Kettle River Watershed Management Plan, and the proposed service (BIWS) aims to deliver the recommendations made in said plan. Those include increasing community understanding, support, and capacity for stewardship and watersheds, and improving watershed health and function.

RDKB Chair Roly Russel says voting day is October 20th. “This referendum question will be across the ballots across the boundary, that’s the group that will be deciding whether or not this referendum goes ahead.”

He explains that it covers the whole region. “Across all 3 electoral areas and 3 municipalities in the Boundary area, and the question is whether or not to allow for a maximum tax requisition of up to 160,000 dollars to support that service.”

That means $4.85 per year for every $100,000 on your property tax assessment. If the referendum is successful, a new full time RDKB staff position would be filled by early 2019 to assist in reaching the Management Plan’s goals. Advance Voting is Wednesday, October 17th in Grand Forks.
